The urban development is a constant growing process, which has its inherent growth law. In this study, it mainly starts from the understanding of the basic laws of urban development, and the city development process in the province since 1978 is classified, and the problems and reasons of current urban development have been sorted out; by finding the “corresponding relationship” between 21 prefecture-level cities in the province with cities in certain stages in the foreign history, and have the targeted reference to the experience of foreign developed areas and cities, so as to conduct the study and judge of the future stages of urban development trends, and have the targeted resolving of the problems in the current urban development in the province; moreover, the countermeasures and suggestions for respecting the development in law in the cities of province are put forward, with a view to promote the city to carry out the practice of the greater mission of innovation, coordination, greening, opening and shared development, so as to further release the reform dividend and development potential, and make greater contribution to the development goal of maintaining growth, adjusting structure, transforming mode and benefiting people's livelihood.
