Under the background of the vigorous promotion of the new urbanization and structural reform of supply side by the state, and in order to support the increasing financing needs of local economic and social development in the province, the study is mainly conducted from two aspects, namely the standardization and guidance of investment and financing planning in the urban and rural planning, and the guarantee of the working capital for the ecological human settlements improvement in rural areas. The work guideline and guiding idea of the financial support needs suitable for the national policy bank is proposed. First, on the basis of the existing planning required to be formulated by the state and the province, the chapter of investment and financing chapter is added to guide the prefectural and municipal level to sort out the projects in line with national policy banks financial support policy, and the projects with the support urgently needed locally is packaged, and strive for the bank's financial support to mobilize social funds, so as to promote the project launch as soon as possible; second, the improvement of the rural living environment shall be treated as the starting point, and by combining with the county rural construction planning work advanced in the whole county, the work guideline shall be put forward for the contents such as defining the key construction layout for highlighting the policy orientation, sorting projects, formulation of investment and financing programs and coordination with bank financial support and so on.
