The former name of the Planning Fifth Institute was the Heaven Studio founded in 2006, and the Planning Fifth Institute was officially established in 2011. At present, it has 25 employees in total, of which 15 holding master’s degree or above, 7 are senior engineers, 8 are certified planners, and all the main technicians graduated from traditional famous universities of this subject, their majors including urban and rural planning and design, economic geography, land planning, tourism planning, landscape garden, GIS technical application and so forth, of which 4 had once held the temporary posts in Guangdong Housing and Urban-Rural Construction Department, and 3 had once held the temporary posts (leading posts) at grass roots.

It is a team with comprehensive technology and prominent professional features. The businesses of the institute involve all sorts of urban and rural planning, including overall urban and rural planning, controlled planning, urban design, historical and cultural protection planning, concept planning, land landscape planning, specialized planning, implementation assessment and the like, especially has more practices and conclusions in the areas such as municipal and county overall planning, town and village planning, concept planning and others. It has finished nearly 10 municipal and county overall planning, dozens of town and village planning, more than 10 concept planning. It put forward “All-Domain Landscape” as the strategic guiding ideology to lead the three levels planning construction of Fogang county, towns and villages, and took the charge of integrating and planning the construction of famous towns and famous villages of the Fogang county; the concept planning of Tangtang Hot Spring Town was highly affirmed by leaders of Qingyuan; the overall planning of Lianzhou provincial –level new rural closely grouped demonstration area compiled by it helped Lianzhou to gain the qualification of new rural closely grouped demonstration engineering; a number of concept planning highly accord with local development and improve local development and are directly implemented, and many concept planning were highly praised by local leaders, such as the concept planning of Tangtang Hot Spring Town of Fogang county, the concept planning of historical and cultural blocks of Zhongshan South Road of Lianzhou, the concept planning of central green isolation belt of Mengcheng county. In addition, it is not limited to traditional areas, but dare to innovate and explore the new hotspot of current new planning types, including underground space planning, business complex planning, integration of multiple planning, shelter construction planning, greenway planning, ecological control line planning and so forth.

It is a team focusing on learning and innovation. It was highly appraised by experts when it accomplished the first ministerial level science and technology project of Achievement Assessment System Construction Research for Urban Overall Planning Based on Public Policy Perspective in the institute; excellently completed the topic of Exploration of Development Road of Towns and Villages in Underdeveloped Areas—— with Fogang All-Domain Landscape as example in the institute; it won several awards in the completions of several topics such as “Ideal City”, “Lingnan Culture” , “Volume Rate Research”, “Low-Carbon Design” and so on, winning highly affirmation of leaders of the institute; it concentrated on the research of width and depth at the early stage of each project.

It is a team with youthful vigor and coordinated fighting. It made outstanding achievement in collective activities such as Spring Festival evening party, sport meeting and so forth, giving a profound impression of vigor, innovation, solidarity and full of fighting to the leaders of the institute, it won five best organization prizes successively, and was awarded with First Prize, Second Prize and Third Prize in three sports meetings (ball competitions) respectively. In the meantime, it is because the members are young that it has active thought, creative technical projects and forceful team coordination fighting.
