With the purpose to enhance design capabilities and strengthen trans-departmental and transdisciplinary cooperation, the institute officially launched the sixth “Southern Guangdong Cup” design competition in April 2018. 
The 6th "Southern Guangdong Cup" Design Competition Officially Launched

With the purpose to enhance design capabilities and strengthen trans-departmental and transdisciplinary cooperation, the institute officially launched the sixth “Southern Guangdong Cup” design competition in April 2018. By combining with the current national and provincial concerns over the hot topics such as innovative development, livable quality, and co-building, sharing and governance, etc., and on the basis of summarizing the experience of the previous “Southern Guangdong Cup” design competitions, the competition of this year is themed with “Update of Creativity”. The concept design was carried out in the design area of Luntou Village, Haizhu District.

A total of 11 teams signed up and participated in the “Southern Guangdong Cup” design competition. The competition will be divided into two phases. The first phase is from April to June. The participating teams will conduct the research and preliminary program design and report presentation. The Technical Committee of the Institute will select five participating teams (tentatively) for the next round; the second phase is planned to be carried out from August to October. The selected team will deepen the design plan and report the results on the basis of investigation of related domestic cases. Three winning teams will be selected by a panel of experts consisting of the experts inside and outside the institute.

On the morning of April 16th, the 6th South Guangdong Cup Kick-off Illustration Meeting was held in the 12F conference room. Li Jianping, Deputy Chief Planner of Institute and Director of General Meeting Room presided over the illustration meeting. Mr. Li introduced the purpose and significance of the "Southern Guangdong Cup" Design Competition, the design theme, the determining process of the design area, the competition schedule, and the situation of the participating teams, etc.

Li Jianping said that "Since 2013, the "Southern Guangdong Cup" Design Competition was held in the institute with the aim of creating an atmosphere of cross-departmental cooperation and competitive learning atmosphere, and providing more exchanges and display platforms for planners, designers and engineers. At the same time, some technical personnel with ideas, thoughts and motivation can be discovered through the competition. In the past few competitions, the theme was relatively too general, which inspired everyone to have lots of good ideas. However, the final results were more focused on the research with less emphasis on the design. We changed our thinking this year, and we started from the areas where we live and work, and returned to the essence of design. After the discussion and research with the Planning and Formulation Research Center of Haizhu District, we selected Luntou Village in Haizhu District as the location for this design competition. We are looking forward to the excellent programs designed by everyone, and the experience provided for better participation in the co-building and co-governance in communities of Haizhu District.”

On the afternoon of the 16th, 11 participating teams went to Luntou Village, Haizhu District under the leadership of deputy chief planner Li Jianping. They carried out the discussions and exchange with local village committees, and conducted field research and investigations. The staffs of Planning and Research Center of Haizhu District attended the discussion together for the research.

 
Symposium at Luntou Village Committee

According to introduction of Luntou Village Committee, Luntou Village was founded in the late Song and early Yuan Dynasty and thus has a long history. It is now the administrative village of Guanzhou Street in Haizhu District. In terms of geographical location, Luntou Village is bordered by Wanmu Orchard and Haizhu Wetland Park in the west, the navy troops station in the east, Beishan Park in the north, and the back channel of Pearl River to the south. Its water line along the river is as long as 2 km, and the river separates the village between the Guangzhou International Biological Island and University Town. In the aspect of population composition, villagers of Luntou Village mainly have three major surnames: Li, Mo, and Chen. Its existing household registration population is 6,400 (agricultural population is 5,100 and non-agricultural population is 1,300), and the registered temporary residents are more than 5,000, which are mainly the migrant workers working in Tianhe and Pazhou, etc. Thanks to the low rental of houses and free parking, it has become the largest rental place for taxi drivers in Guangzhou. In the part of industrial structure, Luntou Village is dominated by agriculture and manufacturing. It has more than 200 years of fruit tree planting history. Specifically, it mainly grows Lingnan fruits such as litchi, longan, and carambola, and so on. Moreover, there are old factory buildings including the fabric factory, fishing gear factory (closed in 2014), metal products factory, as well as Guangdong Yueke Incubator Park transformed from the old factories. In terms of public facilities, there is one secondary school, one primary school, two kindergartens, one bank, one community health station, one nursing home for the elderly, one park, two ancestral halls and one ancestral grave; whereas it lacks the facilities including entertainment, sports, posts and telecommunications and so on.

  
Introduction of basic situation of Luntou Village by Luntou Village Committee

Luntou Village Committee introduced that “The income of local villagers is relatively low, which mainly comes from the rental of houses. At present, the per capita income is only over 6,000 Yuan. Some of the communities (groups) have the per capita income of only around 3,000 Yuan due to the inefficient utilization of the relocated factories in the processing and manufacturing industry. It is expected that the planning scheme could focus on industrial economic problems and support the development of local industries as well as increase the income of the villagers with less engagement in image projects. In addition, the ancestral hall of Luntou Village has a long history and is a municipal-level cultural relics protection unit of Guangzhou. It is hoped that people could vigorously carry on the ancestral culture and make ancestral halls become the activity places that promote traditional culture and disseminate core values.”

Li Jianping said that “It is the first step in our design competition to visit Luntou Village this time. We hope that our designers could listen and collect more actual situation of the village and the development situations of the suburbs of Guangzhou, so as to understand the local reality in a better and more sufficient manner. At the same time, we can establish contact and communication channels with the village committee, so as to provide convenience for our subsequent work. We hope that our design plan can be practical and provide diversified choices for the future development of Luntou Village.”

After the symposium, our institute team carried out the field research under the leadership of Deputy Secretary Li Guohua of Lutoutou Village: firstly, they came to Luntou Community Migrants and Rentals Management Service Station to learn about the situation of local migrant population; then they took the electric vehicles of the village to go through the old factories such as fabric factories, fishing gear factories, and metal products factories, so as to know about the local industrial structure. Then, they went to Ancestral Hall of Li’s Family and Ancestral Hall of Nan Mingli to learn about the culture of ancestral hall and historical inheritance of Luntou Village; The next stop was the new farmers' village resettled due to the demolition and relocation of Guangzhou South-ring Expressway; then they came to Guangdong Yueke Incubator Park transformed from Dongtai Metal Products Factory with a view to understand the industrial transformation and creative space building of the village; and finally, they came to the ancestors' graves on the Houdigang, so that they could know about the entrepreneurial stories of pioneering ancestors in Luntou Village.

After the research, Director Li Jianping expressed his gratitude to our strong support for Luntou Village Committee and he stated that when each participating team comes to the village for another investigation with the design competition progress, he hopes that Luntou Village will provide convenient conditions and the leaders from Luntou Village Community would be invited to participate in the discussion and review of design scheme.
