In order to better implement the spirit of Provincial 12th Congress of Party Representatives, Provincial Rural Poverty Alleviation and Development Work Conference, "I Draw A Blueprint for Beautiful Villages"- -2017 Nan Yue Village (Regulation) Planning Volunteer Activity cosponsored by the Provincial Agricultural Office, Provincial Homebuilding Office hall, League Committee, Education Department, Civilization Office, Poverty Relief Office, Nanfang Media Group, and Provincial Volunteers Federation, and co-organized by the Provincial Association of Urban Planning, the relevant universities and other units, was officially launched in the morning of July 19, 2017 in Nanfang Media Group.

President Qiu Yanqing proposed to actively participate in "I Draw A Blueprint for Beautiful Villages"- -2017 Nan Yue Village (Regulation) Planning Volunteer Activity.

In the planning voluntary activity, we adhered to the principle of regulation, action-style, mass participation, and livable and enterprise-adaptable ecology, recruited the practitioners in urban and rural planning and the teachers and students in the related majors of urban and rural planning of colleges and universities from the whole province according to the working ideas of "targeted poverty alleviation and planning first", took the lead to unite the volunteer service teams in the professional fields of landscape architecture, construction and etc, so as to assist the poverty alleviation service teams staying at villages to make village (regulation) plan for the villages not carrying out planning formulation, and improve the 2277 poor villages specified by the province to create new countryside demonstration villages in the form of volunteer service.

As one sponsored unit, the Provincial Association of Urban Planning actively made response to the planning voluntary activity. In the launching ceremony, as the representative, President Qiu Yanqing issued an initiative to the colleagues in planning field as well as all teachers and students in colleges and universities:

1. It is an important mission proposed in the several opinions of Central First Document “Boosting the Structural Reforms in Agricultural Supply Side” in 2017 to deeply carry out rural living environment governance and beautiful countryside construction, it is a significant action to implement the spirit of Provincial 12th Congress of Party Representatives, Provincial Rural Poverty Alleviation and Development Work Conference, and it is also the important guarantee for building a well-off society in our province. It is an innovation to promote “targeted poverty alleviation” with social force to carry out "I Draw A Blueprint for Beautiful Villages" volunteer action, and speed up the (regulation) planning formulation of poor villages in the form of volunteer service, which will also play an important supporting role in building the poor villages into new countryside demonstration villages.

2. "I Draw A Blueprint for Beautiful Villages" volunteer action is a good opportunity for the large number of planning practitioners to go deep into the villages, serve the villages, and build the villages, and it is an effective way to show the professional value and social value of planning personnel to fully combine the knowledge and skill mastered with targeted poverty alleviation, new rural construction and other important strategies. We should actively make response to the appeal of provincial party commit and provincial government, and actively participate in volunteering.

3. In the planning formulation work, it is essential to insist on the principle of "villagers autonomy, multi-participation, popular and easy to understand, attached to homesickness, economically feasible, and the beauty of their beauty", formulate more village (regulation) plans which are easy for the villagers to “read, understand and accept”, take overall consideration of the rural economic development level and the new countryside demonstration village construction requirements, and make positive contributions to the scientifically planning the beautiful countryside blueprint, improving rural living environment, protecting the historical and cultural inheritance, promoting the village economy development, construction as well as livable home.
